Noa Energy Atlas

About the Atlas

Lebanon’s energy framework, made navigable.

Noa Energy Atlas connects the laws, institutions, plans and developments that shape the sector - without flattening their legal or evidentiary differences.

Coverage
Electricity, renewables, climate commitments, finance and upstream petroleum governance.

Purpose

The Atlas is designed for researchers, lawyers, investors, journalists, civil-society organisations and public officials who need a common factual base. Its central editorial move is simple: show what a source actually establishes, what it only models, and when it was last checked.

Independence

The project is not a government seal, regulator portal or investor promotion site. Visual identity deliberately avoids official emblems. Source links point readers back to the responsible institutions.

Technical approach

The site is statically generated, progressively enhanced and installable. Core pages work without JavaScript; filters, theme controls and installation add convenience. An offline cache keeps the reference usable under intermittent connectivity.

Reuse

Editorial claims should be reused with their cited source, date and caveat. Do not detach a scenario output from its assumptions or recast an approval as commissioned capacity.
